Rural Milton: Campbellville, Brookville, Moffat and the land between
Campbellville, Brookville and Moffat are the main rural communities in Milton’s countryside.
Campbellville is a compact rural community on the Niagara Escarpment, in the old township of Nassagaweya. Brookville is a dispersed rural community, with homes spread along the roads rather than around a centre. Nassagaweya, created in 1819, became part of Milton in 1974 (Wikipedia, as of October 2026).
The Town of Milton’s ARU rules (October 2026) refer to rural land inside the Niagara Escarpment Plan Area and the Greenbelt’s Protected Countryside. Those rules limit what you can build on your own lot. Conservation Halton’s Hilton Falls Conservation Area, with its waterfall and mill ruins, is part of the same countryside at 4985 Campbellville Road.
What a lender looks at on a rural property
A reverse mortgage works the same in the country as in town. It’s for your main home, you must be 55 or older, and no monthly mortgage payment is required. You keep paying the property tax and insurance and looking after the place.
What changes is the appraisal. On a rural home, a lender’s appraiser typically looks at three things beyond the house:
- Water: a recent well-water test showing the water is safe to drink. Lenders typically ask for one; the timing and the tests vary by lender.
- Septic: whether the septic system works. A lender may ask its age, and a failing system usually has to be fixed before closing.
- Land: most lenders value the house plus a limited amount of land around it. Extra acreage usually counts for little, so a large lot doesn’t raise the ceiling as much as you might expect.
Rules on all three vary by lender. That’s one reason to have every lender compared, and the best deal for your home and goals, by email.
Wells and septic: what’s local
Rural homes in Milton rely on private septic systems, and most rely on wells.
Halton Region tests private well water for bacteria at no charge (October 2026). In Milton you can drop a sample at the Milton Public Library at 1010 Main Street East, the Brookville Veterinary Clinic at 11280 Guelph Line, or Fire Station No. 2 at 2665 Reid Side Road in Campbellville.
The Town of Milton issues septic permits. Its fees in October 2026: $827.05 for a new or replacement system, $413.52 to replace or repair a tank or bed, and $205.62 for a review of an existing system.
What your rural home could be worth
TRREB publishes no separate benchmark for rural Milton. Its September 2026 benchmark for a Milton detached house, $1,149,000, describes a typical town home on a town lot. Rural values vary widely with the house, the land and the location, so the appraisal decides.
The ceiling follows the appraised value. At the most lenders allow by age, every $100,000 of appraised value adds about $52,850 of borrowing room at 70 and about $57,750 at 75. So a rural home that appraised at $1,000,000 would carry a ceiling of about $528,500 at 70 and about $577,500 at 75.
Say a Campbellville homeowner, 75, owns a house on 10 acres.
If a lender valued the house and a limited amount of the land at $1,000,000, her ceiling would be about $577,500. She takes only what she needs, and interest is charged only on the money she takes. Try your own figures in the Milton reverse mortgage calculator.
Building a unit for family or a caregiver
Since January 2026, Milton allows additional residential units (ARUs) on rural lots. The rules depend on where your land sits (Town of Milton, October 2026):
| Where your lot is | What the Town allows |
|---|---|
| Rural lots zoned RV or C4, outside the Niagara Escarpment Plan Area | One ARU, in the house or an accessory building |
| Escarpment Rural Area inside the Niagara Escarpment Plan Area | One ARU inside a detached house; no detached ARU |
| Greenbelt Protected Countryside, outside its Natural Heritage System | One ARU, in the house or an existing accessory building |
| Greenbelt Natural Heritage System | No ARU |
| Agricultural (A1) lots outside the Greenbelt | Up to two ARUs, only one of them detached |
Rural ARU rules, Town of Milton, updated January 2026.
Every ARU must be registered with the Town, including units family members live in, for a $340 fee and a short fire and by-law inspection. A building permit is needed too. A reverse mortgage can pay for the work, and because it’s borrowed money, it isn’t taxed and leaves your OAS and GIS alone.
Staying in your rural home as you get older
Rural life means longer drives to services. Milton District Hospital is on Bronte Street South in town, and the Ontario Health atHome office for Milton is at 611 Holly Avenue. That office arranges home care such as nursing and personal support, covered by OHIP.
A reverse mortgage can help in a few practical ways:
- Pay for costly repairs on a country house, like a septic bed, a well pump or a roof.
- Pay for help at home, such as private care on top of what Ontario Health atHome provides.
- Clear an existing mortgage or line of credit, so there’s no monthly mortgage payment left to make.
If you and your spouse are both borrowers and one of you moves to long-term care or dies, nothing changes for the one still at home.
Living out past Campbellville makes no difference: Richard works by email, phone and video call. The appraiser visits once, and your only trip is to your own lawyer for independent legal advice (ILA). For care costs and options, see paying for home care in Milton and long-term care in Milton.
